The cotton (top layer) is stiff so it doesn't look as good as it will after it is washed. The bottom ruffle is attached to the underneath liner of the skirt. I bought two in the same size and one was sewn a tiny bit crooked and part of the dark liner (that has the white ruffle attached) but it did NOT look that bad that the dark part of the liner was showing. The fit is very big, like the 2x is really a 3x at that thrilling to me but they called it a 2x. The skirt wasn't all that thrilling to me. It reminded me of a French maid costume but don't worry! Don't have that ruin it for you. If you wear your usual other clothes with it it doesn't look that way and I only thought that after trying it on the second time. I didn't like the skirt even before I thought that about the skirt.
